Vice President Human Resources, Equity and Inclusion

POSITION SUMMARY: Perform the duties required to manage Human Resources (HR) functions to include workforce planning and maintenance, wage and compensation administration, employee recruitment and selection, HR policy development and communication; and related regulatory compliance.  Oversee the development and implementation of diversity, equity and inclusion initiatives that promote health and social equity for all staff and patients.  Oversee the organization's corporate compliance function.  Serve on the Senior Leadership Team.

POSITION QUALIFICATION REQUIREMENTS

Education:  Master's Degree in Human Resources Management or a related field required. 

Experience:  At least eight (8) years managerial and supervisory experience in private or public HR management.  A senior-level strategist with at least eight (8) years of relevant work experience.  A generalist background, and broad knowledge of and proven effectiveness in, the areas of HR management and employment law and regulation, compensation, workforce planning, employee relations and behaviors, training and development, corporate compliance and risk management, and cultural competency and proficiency in organizations.

  5. Ability to establish and maintain effective relationships with management, employees, and general public.
  6. Ability to present facts and recommendations effectively in oral and written form.

     

Residency and Transportation Requirement: Must possess a valid driver's license and automobile with insurance coverage as required by the State of Missouri.

 

License(s)/Certification(s) Required: None Required.  SPHR certification strongly preferred.

 

Essential Functions

  1. Formulates and recommends Human Resources objectives, policies and procedures for the organization.
  2. Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale.
  3. Identifies requirements and government reporting regulations affecting Human Resources function (e.g. OSHA, EE0, TEFRA, ERISA, Wage and Hour). Directs the preparation of information requested or required for compliance.  Acts as primary contact with outside government agencies.
  4. Assists in establishing wage and salary structure, pay policies, position grading and evaluation, performance appraisal system, employee benefits programs and services, and organization safety and health programs.
  5. Provides necessary education and materials to management and employees workshops, manuals, employee handbooks and standardized reports.
  6. Assists in monitoring unemployment claims and assists management with appeals.
  7. Participates and assists in researching and recommending Human Resources consultants, insurance brokers, insurance carriers, pension administrator, training specialist, and other outside sources.
  8. Ensures all HR programs and HRIS technologies support the direction and goals of the organization.
  9. Coordinates staffing needs and employee recruitment/selection process including the tracking and all necessary EEO/AA information.
  10. Oversees the process for credentialing and privileging of all licensed independent practitioners making application for the Medical Staff.
  11. Conducts employee-related counseling as requested. Facilitates the Employee Grievance Process.
  12. Oversees employee length of service, and reward and recognition programs.
  13. Works with the Trauma-Informed Care team and senior leaders to promote organizational awareness and commitment to a climate and culture of equity and inclusion for all staff and patients.
  14. Develops and implements organization-wide training programs that promote cultural understanding, competency and proficiency, and a climate of equity and inclusion for all.
  15. Assesses potential barriers and develops strategies focused on recruiting and retaining a diverse and inclusive workforce at all levels.
  16. With support from other senior leaders and the board of directors, oversees corporate compliance and risk management functions, programs, training and education, and reporting.
  17. Serves as Compliance Officer for the organization, and independently and objectively reviews, evaluates and reports on compliance issues and concerns.
  18. Establishes and monitors processes to routinely evaluate the organization's ongoing attention to employee safety and assessment of organizational risk.
  19. Performs other duties, as assigned.

 

Supervises:   HR Generalist; HR Recruitment Specialist; HR Employee Health and Wellness Specialist; other staff as may be assigned to the HR, Corporate Compliance, and Equity and Inclusion functions.
