Vice President, Chief Operating Officer

POSITION SUMMARY: Perform the duties required to be responsible for the day-to-day oversight of the organization's various health centers and certain of its department operations. Provides leadership in the oversight and improvement of health center operations to ensure quality, customer-focused service delivery. Responsible for developing and achieving targets in annual business plan, fiscal management, creating and monitoring expense and revenue budgets, participating in public grant reporting and audits, and program monitoring.

POSITION QUALIFICATION REQUIREMENTS

Education: Master's Degree preferred in health-related field.


Experience: Eight (8) years of related and/or applicable experience, five (5) or more of which must be at no less than a director-level capacity in an ambulatory care outpatient setting. Positions with increasing responsibility including the management of staff and projects are required.

Residency and Transportation Requirement: Must possess a valid driver's license and automobile with insurance coverage as required by the State of Missouri.

FUNCTIONS OF THE JOB

  1. Responsibility and accountability for management and organization of health center operations including the managing budgets, establishing goals, timelines, and measurements, and ensuring productivity and quality of care and service are in line with overall expectations.
  2. Shared responsibility for establishing a highly effective relationship with the Vice President and Chief Medical Officer to ensure coordination and alignment of clinical operations, protocol development and design, and clinical processes.
  3. Functions as the strategic leader in the organization; accountable for key high-level issues such as strategy and collaboration partnerships; and participates as a member of the organization's executive leadership team and as staff support on committees of the Board of Directors where designated.
  4. Ensures that resources are managed effectively, including alignment with Human Resources regarding the recruitment, training development, motivation, and retention issues.
  5. Undertakes the full range of duties relevant to the leadership, management, and development of the clinic staff to ensure their performance meets and or exceeds both the business and professional goals and objectives.
  6. Oversees Ancillary Service Departments, including Pharmacy, Radiology, and Laboratory services.
  7. Oversees the Quality Improvement Department and Accreditation activities and processes
  8. Oversees Facilities, Safety, and Security Functions and Departments.
  9. Oversees Patient Registration and Appointments Departments.
  10. Oversees the Information Technology and Services Department.
  11. Oversees the Health Information Management Department
  12. Mentors and guides all project team operations.
  13. Ensures ongoing compliance with relevant regulations and accrediting standards, e.g., HRSA
  14. Regulation, Joint Commission.
  15. Provides relevant forecasting of patient demand and review of the annual budget throughout the year ensure that the budgetary goals are met or exceeded. Reviews productivity and utilization of the clinics.
  16. Evaluates team members, manages performance reviews, goal setting, and disciplinary action if required. Participates in formal staff review processes e.g., performance and salary reviews to Affinia Healthcare's standards and timetables.
  17. Maintains a positive, results oriented work environment, building partnerships and modeling teamwork, communicating to the team in an open, balanced, and objective manner.
  18. Reviews and approves and assists to author clinical protocols and related documents.
  19. Performs other duties as required.

Marginal Functions

  1. Represents the agency at meetings with external attendees.
  2. Develop professional relations with opinion and thought leaders.
  3. Participates in marketing/business development activities as required.
  4. Participates as a member of Project Team, as necessary.

Supervises: Assistant Vice Presidents, Quality Director
