Assistant Vice President of Health Center Operations

POSITION SUMMARY: Responsible for the overall planning, management, implementation and coordination of nursing care services and non-clinical functions provided at health center locations. Ensure that patient flow is efficient, well-coordinated and enhances productivity. Ensure that the health centers' communication with other program staff and other people involved in the care of the patients is appropriate and timely. Maintain high visibility at assigned sites.


LOCATION: North Florissant, Page, North County


POSITION QUALIFICATION REQUIREMENTS

Education: Licensed Registered Nurse (RN) or Bachelor's of Science Degree in Nursing required, and Master's of Science in Nursing (MSN) preferred.

Experience: Eight (8) years' experience in a clinic, hospital, and/or community healthcare system; minimum five (5) years direct management experience in an acute care, community health, or ambulatory healthcare setting.

Skills and Abilities, which may be representative but not all inclusive of those commonly, associated with this position:

  1. Demonstrates the clinical knowledge and judgment to utilize the nursing process to assess, plan, implement, provide, supervise and evaluate patient care.
  2. Strong computer skills including the use of word processing, spreadsheet, database, and e-mail software.
  3. Able to work with people with diverse backgrounds.
  4. Good anal)'tical and problem-solving skills.
  5. Able to competently work on multiple tasks simultaneously.
  6. Excellent written and oral communication skills including preparation and presentation of meaningful narrative reports and proposals.

Transportation Requirement: Must possess a valid driver's license and automobile with insurance coverage as required by the State of Missouri.

License(s)/Certificate(s) Required:

  1. Licensed as Registered Professional Nurse in the State of Missouri.
  2. CPR certification required.

FUNCTIONS OF THE JOB

Essential Functions

  1. Promotes a culture of excellence in the provision of leadership and oversight of health center locations.
  2. Directs office clinical activities, including patient assessments, care plan development, service level determination, and on-site client visits.
  3. Responsible for the hiring, orientation, supervision and evaluation of health center staff.
  4. Provides administrative supervision to include staff scheduling, assignments, cross-coverage and cross-training of staff.
  5. Supervises and monitors employee performance, conducts performance appraisals at appropriate intervals, coaches, and administers corrective action as needed.
  6. Responsible for maintaining adequate staffing levels at all sites through temporary staffing agencies, schedule changes, and other measures.
  7. Manages and approves time through ADP system.
  8. Responsible for preparation, implementation, monitoring, and adherence to budgets.
  9. Identifies system breakdowns at each health center and initiates appropriate actions and solutions.
  10. Develops and implements plans for improving patient relations including investigating and responding to patient complaint.
  11. Provides clinical expertise to accurately determine the need for exclusion, quarantine or site closure under the Missouri Department of Health Services regulations.
  12. Evaluates and ensures coordination of efforts to meet compliance with regulatory requirements such as Joint Commission, including mock surveys and tracer activities.
  13. Develops and maintains a working relationship of open communication with the Chief Medical Officer, providers and health care team members involved in the care of the patient.
  14. Consults and works with other program directors and managers to ensure operational competency.
  15. Interfaces and works with outside organizations and agencies.
  16. Participate in the development and implementation of policies and procedures, updating staff, as necessary.
  17. Works w/Facilities in the assignment of space, improvements, cleaning and maintenance of health centers.
  18. Assures availability of an adequate level of materials and that equipment is in good working order by collaborating with outside vendors and DME companies; includes arranging preventive maintenance and recalibration as needed.
  19. Works on-call per assigned schedule for Saturday clinic sessions.
  20. Completes and maintains necessary statistical records and reports.
  21. Performs other duties as assigned.

Marginal Functions:

  1. Promotes public awareness of organizational services through community education activities and participates in professional organizations.
  2. Maintains current practice knowledge through internal/external programs and acts as a resource for the interpretation of clinical standards and policies.
  3. Participates in the evaluation of new and existing services.

Supervises: Clinic Manager, Clinic Nurse Coordinators, RN Clinic Coordinator, Clinic Nurse Facilitators-LPN, LPN Coordinator, Registered and Certified Medical Assistants, Health Center Support Clerks, Receptionists, Volunteers, Ancillary department staff (shared supervision)
